PYONGYANG, July 22 (Xinhua) -- The Chinese Communist Party (CPC) and the Chinese government have made progress in the country's reunification process by implementing the "One Country, Two Systems" policy, the Democratic People's Republic of Korea (DPRK)'s Rodong Sinmun daily said in an article Tuesday.

The icy ties between the Chinese mainland and Taiwan have begun to thaw this year, said the article, noting that the turning pointwas the election of Taiwan leader Ma Ying-jeou, who aspires to have better relations with the Chinese mainland.

The CPC and the Chinese government have been seeking peaceful development of the cross-Straits relations, and have been activelyengaged in dialogue with the Taiwan authorities who share the sameaspiration, said the article.

Chinese President Hu Jintao's meeting in April with Vincent C. Siew, chairman of the Taiwan-based Cross-Straits Common Market Foundation at the Boao forum for Asia in China's southern Hainan Province, marks the beginning of improving cross-Straits ties, it said.

The cross-Straits relations have been improving quickly since then and communication and cooperation in various forms have been promoted between the two sides, it said.

Meanwhile, China has continued to engage itself in the development of Hong Kong, said the article.

The Chinese government has maintained Hong Kong's prosperity and stability while abiding by the Hong Kong Basic Law of "One Country, Two Systems," "Hong Kong people administering Hong Kong" and "a high degree of autonomy," it said.

The CPC and the Chinese government are now working with the Hong Kong Special Administrative Region government and the Hong Kong people to ensure further enforcement of the "One Country, Two Systems" policy on the basis of previous progress and experience, it said.
