General Information:
In the 19th century, it was only a small fishermen's village named Qingniwa. In 1889, people started to build port and city here. Since then the city proper has been constantly expanded. Today it has become an important city mainly engaged in port, manufacture, trade and tourism in Northern China. Its economic strength and people's living has been elevated year-on-year. Since 1992, its GDP has kept increasing at the annual rate of two-digit numbers every year and reached 140.6 billion yuan(RMB), and the per capita GDP reached 3,056 US Dollars in 2002. The city has 10 districts and counties and five introductory foreign investment zones under its administrative jurisdiction, covering a total area of 13,800 square kilometers with a population of 5.9 million. Including 3.74 million urban dwellers.




Civilization started in Dalian and its surroundings at least 17,000 years ago. After suffering from the colonial rules of the Tsarist Russia and Japan imperialists for nearly half a century, Dalian was liberated in August 1945. On November 8th of the same year, the municipal government of Dalian approved Dalian as an open coastal city, and a city with budget privilege of a provincial level respectively. On the occasion of centennial celebration of the city in 1999, comerade Jiang Zemin, wrote an epigraph "going through the hardships in the past 100 years, the pearl of Northern China looks even brighter."

Located on the southern tip of the Eastern Liaoning Peninsula and at the starting point of the Circum-Bohai Sea Region, Dalian has a superb geographical location and serves as a gateway to Beijing and Tianjin; with the Yellow Sea on its east, the Bohai Sea on its west; Liaoning, Jilin and Heilongjiang, the three provinces of Northeastern Chinaand part of Inner Mongolia Autonomous Region on its north; and facing the Shandong Peninsula in the south across the sea; and neighboring Japan, Korea and the far eastern part of Russia.

Dalian boasts its convenient communication and telecommunication networks. It is a hub of the comprehensive transportation system with a powerful capacity either through the sea, land or air. The Dalian Port is a world-known deep and non-frozen harbor with more than 70 berths, including 40 with above 10,000 tons berthing capacity, connecting with over 300 ports in 160 or more countries. The port it's the largest transient terminal for grains and petroleum of China. In 2002, it has handled 11 billion tons of cargos. The port also has opened several domestic passenger sea routes to Shanghai, Tianjin, Yantai and Weihai, etc. and 45 international cargo sea routes with the U.S.A, Japan, and India and so on. Regarding its land transportation, its railway stations connect to the railway networks of Northern China and Northeastern China. Dalian is linked with the well-developed highway networks, among which the most significant ones are Shenyang-Dalian Expressway, the earliest of its kind in China; Dalian-Zhuanghe and Dalian-Lushun highways. In the city proper, there are many convenient public transportation lines with light rail wagons, trolley buses and buses; and the most advanced urban traffic controlling system in the world. Dalian Zhoushuizi International Airport can be landed with Boeing 747 and has opened 86 domestic or international air routes.

Dalian has rich natural resources and has long been reputed as the "Apple Land" and the "Aquatic Product Base". There are many kinds of quality fruits produced here such as apples, peaches, cherries and grapes. There are also great deal of delicious seafood produced and exported from here such as abalone, prawns, trepangs, scallops and crab; and its seafood such as comb shell, urchin, stichopus and wakame account for above 90% of the country's total. Now in Dalian 70% of large and medium-sized state-owned enterprises have initially established the modern corporate system.

With fast development in its finance industry, Dalian has become the largest host city of foreign banks in Northern China. By the end of 2002, 14 foreign banks and finance institutions have established branches or offices in Dalian. Dalian has become one of the most overseas-oriented cities of China. Now its developed area reaches 8.2 square kilometers with residence of over 460 high-tech based companies. High-grade technology industry has become a mainstay economy of Dalian. In May 2001, Dalian was approved as the first "demonstrative city in internationalization of the software industry" of China. Dalian is approaching the objectives to become the largest software development depot in Northeastern China and one of the best software industry depots of China. By the end of 2002, 8,000 or more foreign invested businesses have been approved to be founded in Dalian, among which nearly 60 are in the list of "Global 500". Dalian has kept enhancing its relation with foreign countries. Since starting reform and opening up policies, Dalian has been more and more widely known to the world and has established friendly or cooperative relationship with 18 cities in Japan, the USA, Germany, France, the U.K., Canada, Korea, Russia, Congo, Australia, Macedonia, Italy, Cuba, Ukraine and so on. Dalian International Garments Festival and other large-scaled economic and cultural events has become important stages for Dalian to communicate with the world. Chiefs of states or heads of government from Russia, Germany, Japan, Singapore, Bulgaria, Thailand and India have visited Dalian. Many international figures such as Kissinger, the former secretary of state of the USA; Gali, the former secretary-general of the UN; Samaranch, the former Chairman of IOC have been the honored guests of Dalian. Ministers of more than 50 countries and ambassadors to China of about 100 countries have left their footprints in Dalian. In 2001, Dalian successfully organized the Third Session of the APEC Senior Officials' Meeting with 780 participants from 21 countries and regions.

In the advent of the 21st century, Dalian joins a new round of modernization drive of the world with a wider vision and greater ambition. In October 2002, on the 16th Conference of the Communist Party of China (CPC), the CPC Central Committee set the strategic objective: "Building a Well-off Society in All Round Way and Speeding up the Socialist Modernization Drive", which has been inspiring the people of Dalian. In the same year, on the fifth session of the 9th CPC Committee of Dalian City, the committee put forward the objective of "building the Grand Dalian". "Building the Grand Dalian" is a visualized expression of the guideline and objective of the new round of modernization drive of Dalian on the basis of building the well-off society in all round way and by adopting the new pattern of industrialization and urbanization. "Building the Grand Dalian" calls for high-level planning, construction, inputting and administration; and turning Dalian much stronger, bigger, richer and brighter. The major connotations are: 1. Expanding the urban development space, that is, based on the territory of Dalian of 13,800 square kilometers and in light of the guideline of urbanization and intergrating the urban and rural areas, redesigning the implementing the developing blueprint and providing wider space for economic and social development as well as urban construction. 2. Enhancing the overall economic scale, that is, optimizing the industrial structure and layout; adopting the new pattern of industrialization; incubating industries with competitive edges; enlarging the economy strength of the peer cities of China; and sharpen the international competition capability of Dalian. 3. Upgrading the city's multiple functions, that is, enlarging the city's carrying capacity and technological innovation ability; letting the production factors freely flow and enhancing influence and service ability to the hinterland and preparing to receive the international industrial shift so as to reinforce the key position of Dalian in Northeast China and Circum-Bohai Sea Economic Region. 4. Creating a better urban environment, that is, building the city and improving its environmental quality to a higher standard; elevating the city's ecologic status so as to maintain the city's leading position in urban construction and environmental quality in China and create a environment most suitable for business and dwelling. When this objective is realized, Dalian will become a significant manufacturing base of China and an international shipping center, financial center, business center, tourist center and information center in its region; and will better play its leading role as a key city in Northern China to bring the regional economy to a new round of fast development. Dalian, the "Pearl of Northern China" will be even brighter.

Geography:
The city of Dalian is located on the eastern bank of the Eurasian Continent and the southernmost point of the Liaodong Peninsula in the northeastern part of China. It is washed by the Yellow Sea on the east and the Bohai Sea on the west, overlooking the Shandong Peninsula across the sea to the south and bordering the great span of the Northeast Plain to the north. It serves as the marine gateway for northeast China and Inner Mongolia to have access to North China and East China.

Climate:
Dalian lies in the warm temperate zone of the North Hemisphere, and so enjoys a warm temperate continental monsoon climate with maritime climatic features. It has no extremely cold weather in winter, no utterly hot days in summer, but still with four distinctive seasons. The total annual sunshine in the region is 2,500-2,800 hours, and the average temperature of the year is 8.4 C-10.5C, with an annual average rainfall ranging from 600 mm to 790 mm;
Land- Dalian covers a total area of 1.34 million hectares, in which 444,000 hectares are arable land, 366,700 hectares are forests, 93,000 hectares are orchards and garden land, and another 59,000 hectares are barren land suitable for agriculture or forestry. The soil in the region is mainly brown earth, which covers an area of 907,000 hectares, counting for 81.47% of the land area of Dalian.

Nature:
Sea and Islands- Dalian claims spacious sea surface of over 30,000 square kilometers and the coastline stretches 1,906 kilometer. The area is blessed with numerous bays and islands, the number of which amounts to as much as 30, with a total area of over 100,000 hectares. Most important among them are the Dalian Bay, the Dayaowan Bay, the Pulandian Bay, the Jinzhou Bay, and the Fuzhouwan Bay. Sheltered from wind and waves from outer seas, they never freeze nor silt all year round. There are as many as 705 islands of different sizes, covering a total area of 30,000 hectares. The largest among them are the Changshan Island, Guanglu Island, and the River Deer Island. Islands closest to the continent include the Changxing Island, the Xizhong Island and the Fengming Island.
Mineral Resources- Over 40 different kinds of mineral resources, which are scattered in over 500 sites, have already been verified in the entire Dalian region. Mineral resources mainly fall into three categories: metal, non-metal and building material, the latter two of which are rich in reserve. The reserve of diamond ranks the first in the country, and the quality of diamond here is among the top in the world. And there are rich reserves for non-metal mines including limestone, silica, marble, asbestos and granite.
Natural Scenery- Dalian is a place where you can find natural scenes of stunning beauty, amiable climate, stylish architecture, comfortable beaches and summer tourist resorts. The gardens and circuses everywhere are good decorations of the city. By the end of 2002, the total number of foreign-funded enterprises approved in Dalian has amounted to 8233, involving contractual foreign investment of US$22.9 billion, which come from seventy-two countries and regions. History:
As early as 6000 years ago, our ancestors first exploited Dalian region. In Qin and Han period (221B.C.-220A.D.), Dalian region was under the jurisdiction of Liaodong county. In the early period of Tang Dynasty (618-907), Dalian region was under the jurisdiction of Andong Prefecture in Jili state, and in Liao Dynasty (916-1125), it was under the jurisdiction of Dong Jing Tong Liaoyang county. Dalian was named Sanshan in the period of Weijin (220-420), San Shanpu in Tang Dynasty (618-907), Sanshan Seaport in Ming Dynasty (1368-1644) and Qing Niwakou in Qing Dynasty (1644-1911). In the 1880¡¯s, Qing government constructed loading bridges and fortifications with built-in cannons, and set up mine camps in the northern coast of Dalian gulf, making it become a small town. After the invasion and occupation of Russia, the city was called Qing Niwa and was renamed Dalian in 1899.During the 1st and 2nd Opium War, Dalian was invaded and harassed by the British army. As the main battlefield of the Sino-Japanese War of 1894-1895 and Japanese-Russian War, Dalian suffered great calamity in these two wars in modern history. Consequently, Dalian became Russian and Japanese colony for nearly half a century, meanwhile under the Japanese colonial rule for 40 years. The unconditional surrender of Japan on August of 1945 marks the liberation of Dalian in the anti-fascist war, thus ends 40 years¡¯ colonial rule over the city. On September of the same year, the Preparatory Committee of Dalian Workers' Union was founded. On October, the northeast bureau of the Communist Party of China appointed Mr. Hanguan secretary of the CPC Dalian Committee, and the CPC Dalian Committee and Dalian municipal government were founded. On July of 1946, the CPC Dalian Committee was reorganized into the CPC L¨¹da committee. From 1949 to 1956, the socialist transformation was almost finished. From 1957 to 1966, the all-around socialist construction started. From 1966 to 1976, Dalian experienced the Cultural Revolution. After 1976, Dalian entered the new period of socialist modernization construction. In 1984, Dalian was approved by the State Council to be the coastal open-up city and was designated as the city with separate economic plan in 1985, enjoying provincial level decision-making authority.

It is preliminarily calculated that the GDP of 2003 was 163.26 billion Yuan, 15.2% higher than that of previous year. Among them, the first industry rose 14.56 billion Yuan, increased by 12.4%, the second industry rose 78.21 billion Yuan, increased by 17.3%, and the tertiary industry rose 70.49 billion Yuan, increased by 13.5%. The proportion of these three industries was 8.9:47.9:43.2. The per capita GDP amounted to 29206 Yuan, which roughly equaled to 3529 US dollars.

Fiscal Taxation
In 2003, the regular budget income in local finance was 11.054 billion Yuan, increased by 11.9% than that of the previous year, among which the regular budget income of the municipality was 5.23 billion Yuan, increased by 9% and the counties and districts was 5.823 billion Yuan, increased by 14.8% than that of the previous year. The expense of the regular budget was 14.739 billion Yuan, increased by 12.4%. Of these, the expenses on social welfare and pensions and social aid, education and health care increased by 10.7%, 16% and 36.5% respectively. The national tax and regional tax added up to 20.07 billion Yuan. The national tax bureau levied 11.16 billion Yuan of various taxes, up 8.9%. The local tax bureau levied 8.91billion Yuan of various taxes, increased by 14.9%.

Price Index
In 2003, Dalian resident consumer price index was 100.6%, among which consumer goods price index and service item price index were 99.9% and 102.8% respectively.

As a port and industrial city in North China, Dalian has sound base for industrial technology. With nearly one hundred academies of sciences, central and local research institutes, and thirteen universities and colleges, Dalian is competent in technological strength and ability of developing high-tech products.

The high-tech products of Dalian are favored by many foreign countries. The vessels built by Dalian are exported to European countries in a large number. The locomotives are sold to Iran, Nigeria, Tanzania, Zambia, Burma and other nations.
