CULTURAL EXCHANGE PROGRAMME FOR 1998, 1999, 2000 BETWEEN THE MINISTRY OF CULTURE OF THE PEOPLE'S REPUBLIC OF CHINA AND THE MINISTRY OF CULTURE OF THE REPUBLIC OF LITHUANIA

The Ministry of Culture of the People's Republic of China and the
ministry of culture of the Republic of Lithuania (hereinafter to as
"Agreeing Parities") in order to develop mutual understanding and
friendship of both the Countries and to support cultural exchanges and
co-operation links between the two States, have concluded the following
Cultural Exchange programme for 1998, 1999 and 2000.
ARTICLE 1
The Agreeing Parties shall encourage and support representation of
each other's achievements in the spheres of culture and art.
ARTICLE 2
The Agreeing Parties shall encourage and support participation in
international cultural activities organized in each other's country, and
shall supply in participators with necessary information and assistance.
ARTICLE 3
The Agreeing parties shall encourage and support the exchange of
information and employees working in the spheres of literature, theater,
music, art and culture heritage protection, and also the exchanges
between the library and museum organizations and institutions.
ARTICLE 4
During the validity term of this Programme the Agreeing Parties
shall exchange the below-mentioned artistic troupes, each of which must
not exceed 20 people, and the period of 5 days:
China for performances in Lithuania shall send an Artistic Troupe in
1999;
Lithuania for performances in China shall send an Artistic Troupe in
2000.
ARTICLE 5
During the execution term of this Programme the Agreeing Parties
shall exchange, as given below, art exhibitions, each of which shall be
accompanied by 2 experts for 7 days:
China shall organize an Art exhibition in Lithuania in 1999;
Lithuania shall organize an Art exhibition in China in 2000.
ARTICLE 6
During the validity term of this Programme the Agreeing Parties
shall exchange a delegation of 4-5 professional culture employees for a
period of one week. The details shall be discussed through diplomatic
channels.
ARTICLE 7
If the Parties agree other cultural activities in conformity with
the target of this Programme may be carried out.
ARTICLE 8
The following conditions shall be applied to the exchanges of
delegations and artistic troupes:
-The Sending Party shall cover all international traveling
allowance and transportation expenses of all stage equipment and baggage
to the capital of the Receiving Party and back;
-The Receiving Party shall be responsible for the cost of living,
food and transportation expenses in its territory. The Receiving Party
shall also provide with interpreters and medical aid, if needed;
-The Receiving Party shall cover expenses of transportation inside
the country and insurance expenses for stage equipment.
ARTICLE 9
The following conditions applied to the exchange of exhibitions:
-The Sending Party shall cover the expenses of international
transportation of the exhibits to the capital of the Receiving Party and
back, and insurance expenses, and it also shall provide the Receiving
Party with promoting material of the exhibits, and their catalogues;
-The Receiving Party shall cover the expenses of exhibition
organisation, promoting, installation, disarrangement and transportation
of the exhibits inside the country, and shall find a place for the
exhibition and shall ensure safety for the exhibits;
-The Sending Party shall cover all international traveling
allowances for accompanying experts and delegation members, who shall
also take part in the opening ceremony;
-The Receiving Party shall be responsible for the expenses of food
provision, living and transportation of the above-mentioned persons.
Besides when needed it shall provide them with interpreters and medical
aid;
-Other issues, which have not been discussed here, and related with
exhibition exchanges shall be discussed and agreed by the competent
institutions of the Agreeing Parties.
ARTICLE 10
This Programme shall come into force since the day it is signed and
shall be valid till the 31 of December 2000.
Signed at Vilnius on 21 September 1998, in the Chinese, English and
Lithuanian languages; all three texts being equally authentic.
