In accordance with the Agreement on Culture, Educational and
scientific Cooperation between the Government of the People's Republic
of China and the government of the Republic of Estonia, singed in
Beijing on September 3, 1993, the Ministry of Culture of the People's
Republic of China and the Ministry of the Culture of the Republic of
Estonia (hereinafter referred to as the Parties,) have agreed to
conclude the Cultural Exchange Program for the years 1998-2000. Both
Parties believe that the implementation of the Program will further
strengthen the friendship and understanding between the people of the
two countries, and broaden the cultural cooperation and exchanges
between China and Estonia.
ARTICLE 1
The Parties will promote the other Party's cultural heritage and
achievements of modern cultural development in their countries.
ARTICLE 2
Both Parties will inform each other of the international cultural
conferences, contests, arts festivals, and other cultural events to be
held in either country, and facilitate participation of the other Party
in above-mentioned events.
ARTICLE 3
Both Parties will encourage and support exchange of information and
personnel in the field of culture and arts, such as literature, theater,
music, fine arts photography, folk culture, museums and protection of
culture heritage.
ARTICLE 4
Within the validity of the Program both Parties will exchange two
art exhibitions, each lasting two weeks and with two participants.
In Estonia: Chinese photography exhibition in 1999
Chinese arts and crafts exhibition in 2000
In China: Estonian photography exhibition in 1999
Estonian modern art exhibition in 2000
ARTICLE 5
Within the validity of the Program both Parties will exchange
perfuming arts troupes, each of them with not more than 30 people and
staying for period of 10 days.
To Estonia: China Jinan Acrobatic Troupe in 1998
To China: Estonian folk dance troupe in 1999
ARTICLE 6
Within the validity of the Program China Central Theatre Institute
and the Estonian Music Academy will exchange 4 visiting scholars in the
fields of stage performance, stenography, directing and theater
literature with a working period of two weeks.
ARTICLE 7
Within the validity of the Program both Parties will exchange 3-4
experts on restoration of items of cultural heritage with a working
period of one week in order to exchange experience in the field of the
protection and restoration of cultural heritage.
ARTICLE 8
Within the validity of the Program both Parties will exchange
five-person delegations of the Ministries of Culture.
ARTICLE 9
With the agreement of both Parties, other cultural events that are
in line with the goals of the Program may be carried out.
ARTICLE 10
When exchanging personnel, delegations and art troupes:
The sending Party will bear the expenses of international round trip
tickets and transportation of stage properties and luggage to the
capital of the receiving Party;
The receiving Party will bear the expenses of board and lodging,
local transport and recreational activities, provide performing site and
interpreter services, and when necessary, provide emergency medical
service;
The receiving Party will bear the expenses of domestic
transportation, insurance of stage properties and the costs of
advertisement.
ARTICLE 11
When exchanging exhibitions:
The sending Party will bear the expenses of international round trip
transportation and insurance of the exhibits to the capital of the
receiving party, and will provide advertising data and exhibits'
catalogues;
The receiving Party will cover the costs of the exhibition
organization, advertisement, loading and unloading of exhibits and
domestic transportation, will provide exhibition venue and insurance of
the exhibits.
Other matters concerning exchange of exhibitions may be coordinated
through the departments concerned of the two countries.
ARTICLE 12
The Program will enter into force from the date of signing and will
be valid till December 31,2000.
Signed in Beijing on 20, October, 1998, in duplicate, each in
Chinese, Estonian and English languages, all three texts being equally
authentic. In case of any divergence of interpretation, the English text
will prevail.
