The Embassy of the People's Republic of China in Liberia presents its
compliments to the Ministry of Foreign Affairs of the Republic of Liberia
and has the honor to acknowledge the receipt of the latter's note No.
LNTG/MFA/855/2-11/'97, dated March 27, 1997, which reads as follows:
"The Ministry of Foreign Affairs of the Republic of Liberia presents
its compliments to the Embassy of the People's Republic of China in
Liberia and, on behalf of the Government of the Republic of Liberia, has
the honor to confirm that the two sides have, through friendly
consultations, reached the following agreement concerning the maintenance
by the Republic of Liberia of the consular post headed by an honorary
consular officer in the Hong Kong Special Administrative Region of the
People's Republic of China:
1. The Government of the People's Republic of China agrees to the
maintenance by the Government of the Republic of Liberia of the consular
post headed by an honorary consular officer in the Hong Kong Special
Administrative Region of the People's Republic of China, with the Hong
Kong Special Administrative Region as its consular district.
2. The honorary consular officers shall be the citizens of either
Party or a third country, but not the stateless, and they must be the
permanent residents of the Hong Kong Special Administrative Region of the
People's Republic of China.
3. The Republic of Liberia shall not appoint any honorary consular
officers, once it has appointed career consular officers to the Hong Kong
Special Administrative Region.
4. The honorary consular officers shall exercise consular functions in
accordance with the Vienna Convention on Consular Relations and the
relevant laws and regulations of the People's Republic of China, and enjoy
the corresponding privileges and immunities.
If the above points receive the Embassy's confirmation in a note in
reply made on behalf of the Government of the People's Republic of China,
the present note and the Embassy's return note shall form an agreement
between the two governments and shall enter into force on 1 July 1997."
The embassy of the People's Republic of China has the honor, on behalf
of the Government of the People's Republic of China, to confirm and agree
to the above points contained in the note.
The Embassy of the People's Republic of China avails itself of this
opportunity to renew to the Ministry of Foreign Affairs of the Republic of
Liberia the assurances of its highest consideration.

appropriate Chinese Authorities shall form an agreement between the two
Governments, and shall enter into force on 1 July 1997.

itself of this opportunity to renew to the Embassy of the People's
Republic of China the assurances its highest consideration.
