Enquiries:
The Embassy of the Republic of Namibia in China presents its
compliments to the Ministry of Foreign Affairs of the People's Republic of
China and, on behalf of the Government of the Republic of Namibia, has the
honour to confirm that the two sides have reached the following agreement
concerning the maintenance by the Republic of Namibia of the consular post
headed by an honorary consular officer in the Hong Kong Special
Administrative Region of the People's Republic of China:
1. The Government of the People's Republic of China agrees to the
maintenance by the Government of the Republic of Namibia of the consular
post headed by an honorary consular officers in the Hong Kong Special
Administrative Region of the People's Republic of China, with the Hong
Kong Special Administrative Region as its consular district.
2. The honorary consular officers shall be citizens of either Party or
a third country, but not the stateless, and they must be the permanent
residents of the Hong Kong Special Administrative Region of the People's
Republic of China.
3. The Republic of Namibia shall not appoint any honorary consular
officers, once it has appointed career consular officers to the Hong Kong
Special Administrative Region.
4. The honorary consular officers shall exercise consular functions in
accordance with the Vienna Convention on Consular Relations and the
relevant laws and regulations of the People's Republic of China, and enjoy
the corresponding privileges and immunities.
If the above point receive the Ministry of Foreign Affairs'
confirmation in a note in reply made on behalf of the Government of the
People's Republic of China, the present note and the Ministry of Foreign
Affairs' return note shall form an agreement between the two governments
and shall enter into force on 1 July 1997.
The Embassy of the Republic of Namibia in China avails itself of this
opportunity to renew to the Ministry of Foreign Affairs of the People's
Republic of China the assurances of its highest consideration.
