EXECUTIVE PROGRAMME OF THE CULTURAL AGREEMENT BETWEEN THE GOVERN- MENT OF THE STATE OF ERITREA AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA FOR 1999,2000,2001 EXECUTIVE PROGRAMME OF THE CULTURALAGREEMENT BETWEEN THE GOV

EXECUTIVE PROGRAMME OF THE CULTURAL AGREEMENT BETWEEN THE GOVERN- MENT OF THE STATE OF ERITREA AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA FOR 1999,2000,2001 EXECUTIVE PROGRAMME OF THE CULTURALAGREEMENT BETWEEN THE GOV TRATIVE REGION OF THE PEOPLE'S REPUBLIC OF CHINA Whole document The Government of the State of Eritrea and the Government of the People's Republic of China with a view of promoting the cultural relationship between the two countries, in accordance with the Cultural Agreement between the two Governments signed in Beijing on April 4th, 1994, have agreed the following executive programme on culture, art and education for 1999, 2000, 2001.

I. CULTURE ARTICLE 1 Both Contracting Parties shall send a governmental cultural delegation consisting of 3-5 persons to visit each other's country for a period not exceeding 1 week.

ARTICLE 2 Both Contracting Parties shall send a performing arts troupe of about 20 persons to visit and perform in each other's country for a period of about 10 days.

ARTICLE 3 An exhibition of arts and crafts shall be mounted in each other's countries by both Contracting Parties for a period of about 10 days, which will be accompanied by one or two officials.

II. EDUCATION Both Parties shall encourage and support the following cooperation and exchanges in the field of education.

ARTICLE 4 Direct contact and exchanges between their institutions of higher learning.

ARTICLE 5 Both Contracting Parties shall send delegations to visit each other's countries. Details shall be agreed upon through diplomatic channels.

ARTICLE 6 Both Parties shall encourage the visits of experts on education.

ARTICLE 7 The Chinese side shall provide 5 scholarships to Eritrea each year for graduated and further students. The way of presenting scholarships shall be implemented according to the corresponding provisions stipulated by Chinese State Educational Commission.

III.

ARTICLE 8 Both Parties shall encourage exchanges and cooperation between their cultural heritages and museums. Details shall be agreed upon through diplomatic channels.

ARTICLE 9 Both Parties shall encourage exchanges and cooperation in the fields of the press, broadcasting, television and movie, including exchange of reporters, information and materials. Details shall be agreed upon through diplomatic channels.

IV. OTHER PROVISIONS ARTICLE 10 For missions the Sending Party shall inform the Receiving Party of the particulars of the programme at least a month in advance through diplomatic channels. The exact date of journey, flight numbers and the expected time of arrival shall be informed at least 3 days in advance.

ARTICLE 11 Any matters or disputes arising from the implementation of this Executive Programme or any amendment of the programme shall be regulated by authorized institutions of both Parties through friendly negotiations.

ARTICLE 12 This Executive Programme shall still be valid for the unfinished items after the expiry.

V. FINANCIAL PROVISIONS ARTICLE 13 For persons travelling under the present Executive Programme, international travel expenses to and from the receiving country shall be borne by the Sending Party. Affordable board and lodging, travelling expenses, pocket money and medical treatment in case of emergencies in the receiving country shall be borne by the Receiving Party.

ARTICLE 14 The Sending Party of an exhibition shall bear the costs of international transportation and insurance of the exhibits. The Receiving Party shall guarantee the safety of the exhibits and bear the costs of transportation in the country as well as rental of venue and publicity expenses.

This Executive Programme shall come into force on January 1st, 1999 and shall be valid until December 31'st, 2001.

In witness whereof the undersigned being duly authorized by their respective Governments have signed this Executive Programme.

Done in duplicate in Beijing on March 24'st, 1998 in two original in English and Chinese languages, both texts being equally authentic.
