EXECUTIVE PROGRAMME ON CULTURAL COOPERATION BETWEEN THE GOVERNMENTOF THE PEOPLE'S REPUBLIC OF CHINA AND THE GOVERNMENT OF THE REPUBLIC OFMALTA FOR THE YEARS 1998-2000

The Government of the Republic of China and the Government of the
Republic of Malta;
Acting in accordance with the Agreement on Cultural Co-operation,
signed on the 29th August 1992;
Desirous to further develop and intensify the co-operation in the
fields of culture, mass media, youth and sports;
Have agreed upon the following Executive Programme for the years
1998-2000.
1: CULTURE
Article 1
The parties shall promote an exchange of exhibitions of traditional
and contemporary art.
The Maltese Party shall send an exhibition of Maltese contemporary art
to be exhibited in Beijing or Shanghai while the Chinese Party shall send
an exhibition of Chinese traditional arts and crafts.
Terms and other organisational arrangements shall be agreed upon
separately through diplomatic channels.
Article 2
The Parties shall encourage the exchange of folk groups, singers,
musicians and other performing artists in each other's festivals and
contests.
The Chinese Party may send a folklore group or a troupe of artists for
the Malta International Arts Festival.
Article 3
The Parties shall encourage co-operation between professional
ensembles as well as directors, singers and other performing artists in
the field of theatrical creation.
Article 4
The Maltese Party shall receive, under the conditions of the present
Programme, a modern Chinese dance group.
Article 5
The Parties shall encourage the exchange of photographic exhibitions.
II. MASS MEDIA
Article 6
The parties shall encourage the exchange and co-operation between the
institutions of radio and television of the two countries. Details will be
discussed separately by the co-operative units.
The Parties shall encourage co-operation and exchange between the film
industries of the two countries.
III. YOUTH
Article 7
The Parties shall encourage exchanges between youth institutions and
organizations with a view to enhancing the mutual understanding of the two
countries. IV. PHYSICAL EDUCATION AND SPORTS
Article 8
Both Parties shall encourage direct contacts between their respective
sports organisations, at the national, regional and local levels aimed at
promoting exchanges in the field of sports.
Article 9
Both Parties shall also encourage the development of direct contacts
between their respective organisations and institutions responsible for
preparing Physical Education teachers, coaches, sports managers and
administration.
Article 10
The Chinese Party shall be ready to consider requests from sports
organisations in Malta for the provision of coaches in various
disciplines.
Terms will have to be agreed separately through diplomatic channels.
V. ORGANISATIONAL AND FINANCIAL PROVISIONS
Article 11
Persons sent to the other country under the present Executive
Programme shall be selected by the sending Party.
Article 12
The sending Party shall cover the travelling expenses of the persons
sent under the present Executive Programme to the capital of the other
Party and back.
The receiving Party shall cover the travel expenses on its state
territory according to the programme of the stay.
Article 13
The Parties consider it appropriate that the persons sent under the
executive programme speak English.
Article 14
The receiving Party shall inform the sending Party not later than
three months after receiving the application whether the candidates can be
received and shall indicate the institutions which shall arrange the
programme of their stay.
The sending Party shall advise the exact date of arrival and the means
of transportation at least two weeks before the arrival of the candidate.
Article 15
In case of exchange of artistic groups and individual artists the
receiving Party shall cover the expenses of the organisation of concerts
on its territory, transport within its state, publicity and other expenses
in accordance with the provisions of Articles 2, 3, 4 of the present
Executive Programme.
The sending Party shall advise the exact date of arrival and means of
transportation at least two weeks before the planned arrival.
Article 16
In case of exchange of exhibitions under the present Executive
Programme, the sending Party shall:
a. deliver through diplomatic channels the proposal for the
holding of the exhibition and submit technical data not later than six
months prior to the opening of the exhibition.
b. cover the expenses connected with the transportation of the
exhibition to the capital of the receiving Party and back as well as
insurance expenses of the exhibition for the whole duration of the
exhibition.
Article 17
The receiving Party shall:
a. offer free of charge suitable exhibition premises and necessary
technical services and shall bear transport expenses within its territory,
the expenses for publicity and printing of catalogues for which the
sending Party shall send materials not later than three months prior to
the opening of the exhibition,
b. bear the local costs connected with the stay of a commissioner
and other persons accompanying the exhibition under the same conditions as
those applying to performing artists under the present Executive Programme
for short-term stays. The length of such stay shall be agreed upon
separately in each individual case through diplomatic channels,
c. take necessary measures to safeguard the security of the
exhibits and provide its full assistance in claiming damage in case of
loss or damage of the exhibits.
VI. GENERAL PROVISIONS
Article 18
The Executive Programme does not preclude the realisation of further
activities which the Parties shall agree upon through diplomatic channels.
Article 19
This Executive Programme shall come into force on the day of its
signature and shall be valid until 31 December 2000.
Done in Beijing on the 1st day of September 1997 in two original
copies in the Chinese and English languages, whereby both texts are
equally authentic.
