Excellency,
I have the honour to refer to recent meetings between our two
Governments on the maintenance by the Government of the Islamic Republic
of Pakistan of its Consulate General in the Hong Kong Special
Administrative Region of the People's Republic of China and propose the
following as an understanding between our two governments:
1. The Government of the People's Republic of China agrees to the
maintenance by the Government of the Islamic Republic of Pakistan of its
Consulate General in the Hong Kong Special Administrative Region of the
People's Republic of China, the consular district of which shall be the
Hong Kong Special Administrative Region.
2. The Government of the Islamic Republic of Pakistan agrees to the
establishment by the Government of the People's Republic of China of a
Consulate General in the Islamic Republic of Pakistan. The seat of the
Consulate General, its consular district and other related matters shall
be decided upon through separate consultations between the two Governments
at an appropriate time.
3. Each Party shall, in accordance with the Vienna Convention on
Consular Relations of 24 April 1963, accord all necessary assistance and
facilities to the other Party in the maintenance and establishment of the
consulate generals and exercise of consular functions.
4. The two Parties shall handle consular matters between them in a
friendly manner and in the spirit of consultation and cooperation.
I would be grateful for Your Excellency's confirmation that the above
points meet with the approval of the Government of the People's Republic
of China and serves as the basis for the conduct of consular relations
between our two Governments in regard to the Hong Kong Special
Administrative Region. The present note and Your Excellency's affirmative
note in reply constitute an understanding between our two Governments
coming into effect on 1 July 1997.
I avail myself of this opportunity to renew to Your Excellency the
assurances of my highest consideration.
