His Excellency Qian Qichen Vice-Premier and Minister of Foreign Affairs of
the People's Republic of China
Excellency:
In order to promote the friendly relations between the Government of
Canada and the Government of the People's Republic of China and to enhance
co-operation between the two countries in consular matters, and
reaffirming the principles in the understanding on consular matters
reached by the Government of Canada and the Government of the People's
Republic of China through an exchange of notes which came into effect on
October 24, 1973, I have the honour to put forward to you, on behalf of
the Government of Canada, the following proposals:
1. The Government of the People's Republic of China agrees to the
establishment of a Consulate of Canada in Chongqing with the consular
district comprising Chongqing Municipality and Sichuan Province. Canada
may at a future date upgrade the Consulate in Chongqing to the status of a
Consulate General.
2. The Government of Canada agrees to the establishment of a Consulate
General of the People's Republic of China in Calgary with the consular
district comprising the Province of Alberta and the Province of
Saskatchewan.
3. The two sides shall, in accordance with the Vienna Convention on
Consular Relations of April 24, 1963, and the relevant laws and
regulations of the two countries, provide each other with necessary
assistance and convenience for the establishment of the above consular
posts and the exercise of their consular functions.
4. The two countries may, in the light of the needs of the development
of the bilateral relations and on the basis of reciprocity, consider the
issue of the establishment of additional consular posts on each other's
territory.
Should Your Excellency confirm in a Note of reply, the present Note
and Your Excellency's Note shall constitute an understanding between the
Government of Canada and the Government of the People's Republic of China,
and take effect from the date of Your Excellency's Note of reply.
I avail myself of this opportunity to renew to Your Excellency the
assurances of my highest consideration.
