OTTAWA, September 19, 1996 Excellency,
I have the honour to acknowledge receipt of your Excellency's Note of
September 19, 1996 which reads:
"In order to promote the friendly relations between the Government of
the People's Republic of China and the Government of Canada and to enhance
cooperation between the two countries in consular matters, and reaffirming
the principles in the exchange of notes between the Government of the
People's Republic of China and the Government of Canada constituting an
understanding on consular matters which came into effect on October 24,
1973, I have the honour to put forward to you, on behalf of the Government
of the People's Republic of China, the following proposals:
1. The Government of Canada agrees to extend the consular district of
the Consulate General of the People's Republic of China in Vancouver which
at present comprises the Province of British Columbia to include the
Province of Alberta and the Territory of Yukon as well, and to extend the
consular district of the Consulate General of the People's Republic of
China in Toronto which at present comprises the Province of Ontario to
include the Province of Manitoba as well.
2. The Government of the People's Republic of China agrees to extend
the consular district of the Consulate General of Canada in Shanghai which
at present comprises Shanghai Municipality, Jiangsu Province and Zhejiang
Province to include Anhui Province as well, and to extend the consular
district of the Consulate of Canada in Guangzhou which at present
comprises Guangdong Province and Guangxi Zhuang Nationality Autonomous
Region to include Fujian Province and Hainan Province as well.
The present Note and your Excellency's affirmative Note of reply shall
be considered as an understanding between our two Governments taking
effect from the date of these two Notes."
I have the honour to confirm, on behalf of the Government of Canada,
our agreement to the content of the above Note.
I avail myself of this opportunity to renew to your Excellency the
assurances of my highest consideration.
