PROGRAMME OF CULTURAL EXCHANGE BETWEEN THE MINISTRY OF CULTUREOF THE PEOPLE'S REPUBLIC OF CHINA AND THE MINISTRY OF CULTURE OF THEREPUBLIC OF LATVIA FOR THE YEARS 1997-1999

The Ministry of Culture of the People's Republic of China and the
Ministry of culture of the Republic of Latvia (hereinafter referred to
as "Both Parties"), in accordance with the Agreement signed in Riga
on September 2, 1996 between the Government of the People's
Republic of China and the Government of the Republic of Latvia on
Cooperation in the Fields of Culture and Education, have agreed to
conclude the following Programme of Cultural Exchange for the
Years 1997-1999. Both Parties believe the implementation of this
programme will further develop the friendly relations and
understanding between the peoples of the two countries and
promote their cooperation in the field of culture.
Article I
Both Parties shall dedicate themselves to the introduction of each
other's cultural legacy and contemporary cultural achievements
Article II
Both Parties shall notify each other of the cultural activities such as
international conferences, competitions, art festivals and other
cultural and art activities to be held in their respective countries and
shall provide convenience for the participants.
Article III
Both Parties shall encourage and support the exchanges of
information and personnel in the field of literature, theater, music,
fine art, library, museum and preservation of cultural relics.
Article IV
Both Parties, in the period of the execution of this programme, shall
exchange art exhibitions, each of which shall last two weeks with 2
accompanying people.
A) The Chinese Party shall send to Latvia a China painting
exhibition in 1997 and a Chinese handicraft exhibition in 1999.
B) The Latvian Party shall send to China a Latvia painting
exhibition in 1997 and an art exhibition in 1999.
Article V
A) The Chinese Party shall send a Peking Opera troupe in 1997 to
Latvia.
B) The Latvian Party shall send the ballet troupe of the Latvian
National Opera in 1998 to China.
Article VI
Both Parties shall promote the interchange in the field of film.
Article VII
Both Parties, in the period of the execution of this programme, shall
exchange art historians for a one-week lecturing tour.
Article VIII
Both Parties, in the period of the execution of this programme, shall
exchange experts on the restoration of cultural relics for a period of
one week to learn each other's experience in the protection and the
preservation and restoration of cultural relics.
Article IX
Other cultural activities in accordance with this programme can be
carried out with mutual consent.
Article X
Financial provisions for the interchange of delegations and art
troupes are as follows:
A) The Sending Party shall bear the expenses of international travel,
transportation of stage props and personal baggage to and from the
capital city of the Receiving Party.
B) The Receiving Party shall bear the expenses of accommodation,
meals, internal transportation and recreation and shall provide the
Sending Party with performing venue, interpreters and emergency
medical treatment when necessary.
C) The Receiving Party shall bear the expenses of internal
transportation for stage props and insurance and shall be responsible
for the publicity.
Article XI
Financial provisions for the interchange of the exhibitions are as
follows:
A) The Sending Party shall bear the expenses of international
transportation and insurance of exhibits to and from the capital city
of the Receiving Party and shall provide the Receiving Party with
publicity materials and catalogues.
B) The Receiving Party shall bear the expenses of organizing and
publicity necessary for exhibition, installation and dismantling of
exhibits and internal transportation, and provide site for exhibition
and guarantee the safety and security of exhibits.
C) The Sending Party shall bear the expenses of international return
travel of the people accompanying the exhibition and the visiting
delegation that attend the opening ceremony. The Receiving Party
shall bear their expenses of accommodation, meals, internal
transportation and recreation for above-mentioned people and shall
provide them with interpreters and emergency medical treatment
when necessary.
D) Other matters pertaining to the interchange of exhibitions not
covered by this programme shall be worked out separately between
the departments concerned of the two countries.
Article XII
This programme shall enter into force from the date of signature and
remain in force until December 31, 1999.
This programme is signed in Beijing on February 21, 1997, in
duplicate in Chinese and English, all two texts being equally
authentic.
