The Embassy of Antigua and Barbuda in the People's Republic of China
presents its compliments to the Ministry of Foreign Affairs of the
People's Republic of China and has the honor to confirm on behalf of the
Government of Antigua and Barbuda that the Government of Antigua and
Barbuda and the Government of the People's Republic of China have,
through friendly consultations, reached the following agreement on the
establishment by Antigua and Barbuda of a consulate general in the Hong
Kong Special Administrative Region of the People's Republic of China:
I. The Government of the People's Republic of China agrees to the
establishment by the Government of Antigua and Barbuda of a consulate
general in the Hong Kong Special Administrative Region of the People's
Republic of China, with the Hong Kong Special Administrative Region as
its consular district. The consular district will also include the Macao
Special Administrative Region of the People's Republic of China after
the Government of the People's Republic of China resumes the exercise of
sovereignty over Macao on 20 December 1999. And before that, with the
consent of the Portuguese government, the consulate general of Antigua
and Barbuda may look after the consular affairs related to Macao.
II. The Consulate General of Antigua and Barbuda in the Hong Kong
Special Administrative Region of the People's Republic of China shall
exercise its consular functions and enjoy the corresponding privileges
and immunities within the limits of the Vienna Convention on Consular
Relations done on 24 April 1963 and the relevant laws and regulations of
the People's Republic of China, including the laws and regulations of
the Hong Kong Special Administrative Region of the People's Republic of
China.
III. The Government of the People's Republic of China will, in
accordance with the Vienna Convention on Consular Relations and the
relevant laws and regulations of the People's Republic of China, provide
necessary assistance and facilities to the Consulate General of Antigua
and Barbuda in the Hong Kong Special Administrative Region of the
People's Republic of China in the exercise of its consular functions.
IV. The two sides shall properly handle consular matters between
them in the spirit of friendly consultations, and in accordance with the
Vienna Convention on Consular Relations and international practice.
If the above points are confirmed by a reply note of the Ministry of
Foreign Affairs of the People's Republic of China on behalf of the
Government of the People's Republic of China, the present note and the
reply note of the Ministry of Foreign Affairs shall form an agreement
between the two governments and shall come into force as of the date of
the reply note of the Ministry of Foreign Affairs of the People's
Republic of China.
The Embassy of Antigua and Barbuda in the People's Republic of China
avails itself of this opportunity to renew to the Ministry of Foreign
Affairs of the People's Republic of China the assurances of its highest
consideration.
