The Embassy of the Czech Republic in China presents its compliments to
the Ministry of Foreign Affairs of the People's Republic of China, and
with reference to the recent diplomatic talks held between the two
countries on the maintenance of the Consulate General of the Czech
Republic in the Hong Kong Special Administrative Region of the People's
Republic of China, has the honour to propose the following understanding
between the Governments of the two countries:
1. The Government of the People's Republic of China agrees to the
maintenance by the Government of the Czech Republic of its Consulate
General in the Hong Kong Special Administrative Region of the People's
Republic of China.
2. The Government of the People's Republic of China agrees that the
Consulate General of the Czech Republic in the Hong Kong Special
Administrative Region of the People's Republic of China may also perform
consular functions in Macao, after the Government of the People's Republic
of China resumes the exercise of sovereignty over Macao with effect from
December 20, 1999.
3. The operations of the Consulate General of the Czech Republic in
the Hong Kong Special Administrative Region of the People's Republic of
China shall be regulated by the Vienna Conventions of April 24, 1963.
Consular affairs shall be dealt with on the principle of equality and
mutual benefit and in a spirit of friendship and cooperation.
The Embassy of the Czech Republic in China has further honour to
request the Ministry of Foreign Affairs of the People's Republic of China
to confirm the agreement of the Government of the People's Republic of
China with above principles.
The present Note together with the affirmative Note in reply from the
esteemed Ministry of Foreign Affairs of the People's Republic of China
shall constitute an understanding between the Government of the Czech
Republic and the Government of the People's Republic of China which shall
enter into effect on July 1, 1997.
The Embassy of the Czech Republic in China avails itself of this
opportunity to renew to the Ministry of Foreign Affairs of the People's
Republic of China the assurances of its highest consideration.
