The Embassy of the Republic of the Marshall Islands in China presents
its compliments to the Ministry of Foreign Affairs of the People's
Republic of China and, on behalf of the Government of the Republic of the
Marshall Islands, has the honour to propose that, with the common desire
to further develop the friendly relations between the two countries, the
Government of the Republic of the Marshall Islands and the Government of
the People's Republic of China hereby reach the agreement on the mutual
establishment of Consulates-General as follows:
1. The Government of the People's Republic of China gives its consent
to the Government of the Republic of the Marshall Islands to establish a
Consulate-General in Shanghai, with the consular district comprising
Shanghai Municipality, Jiangsu Province and Zhejiang Province.
2. The Government of the Republic of the Marshall Islands gives its
consent to the Government of the People's Republic of China to reserve the
right to establish a Consulate-General in the Republic of the Marshall
Islands. The seat and the consular district will be discussed through
diplomatic channels.
3. In accordance with the Vienna Convention on Consular Relations of
April 24, 1963 and relevant laws and regulations of their respective
countries, both parties shall each provide the other with the necessary
assistance and convenience for the establishment of the Consulates-General
and the performance of its consular functions.
4. Matters concerning consular relations between the two countries
shall be dealt with through friendly consultations in accordance with the
related principles of international law, international practice and the
Vienna Convention on Consular Relations of April 24, 1963.
If the above content is confirmed by the Ministry of Foreign Affairs
of the People's Republic of China on behalf of the Government of the
People's Republic of China, this note together with the reply from the
Ministry shall constitute an agreement between the Government of the
Republic of Marshall Islands and the Government of the People's Republic
of China which shall enter into force on the date of the latter's reply.
The Embassy of the Republic of the Marshall Islands avails Itself of
this opportunity to renew to the Ministry of Foreign Affairs of the
People's Republic of China the assurances of its highest consideration.
