China earmarks US$386m for disaster relief in 2004

China's central government allocated 3.2 billion yuan (US$385.6 million) and 33,900 tents for disaster relief, and resettled 6.11 million disaster victims in 2004, said sources with the Ministry of Civil Affairs.
A total of 90 million people affected by disasters have received help from the central government, said the ministry.
The central and provincial governments have established emergency plans for disaster relief, including disaster evaluation mechanism and response procedures, which require central financial aid should arrive disaster-hit areas in three days and relief materials should arrive in 24 hours.
In order to ensure disaster-hit victims can tide over the winter, the ministry has allocated 1.3 billion yuan (156.6 million US dollars) on November 25 to some serious disaster-stricken areas.
In addition, the local governments have also provided 640 million yuan (77.1 million US dollars) financial aid to those victims. All this is intended to ensure their daily needs in the winter, according to the ministry.
