New perspective guideline for Shenzhen

The scientific development perspective should be the guideline for Shenzhen’s future social and economic development and pursuit of becoming an international metropolis, Party secretary Huang Liman said at the 11th Plenary Session of the Third Shenzhen Municipal Committee of the CPC. She urged the city to take an exemplary role in carrying out the scientific development perspective to build a harmonious society. Huang urged the government to increase input into social management and public service sectors, put more effort into improving environment, resource protection and economic development. The government should set up more public facilities and provide better services in education, culture, physical exercise and medical treatment. Pollution control should also be at the top of the agenda. Huang called for more attention to be paid to environmental protection to achieve sustainable social and economic development. Practices sacrificing the environment for economic growth should be stopped and research should be conducted to see whether particular projects would harm the environment before work starts. The city needs to tighten control on population growth and improve population quality. The city is urged to do more work to improve public security and to strive to build a safe city. Matters concerning the people’s livelihood should always be given top priority. Government departments and officials are required to put themselves in the shoes of the grassroot people and spare no effort to solve their problems, including employment, social insurance, aid, food safety, workplace safety and public security. Economic growth took on a healthy and speedy momentum in 2004. The city’s GDP in 2004 was expected to hit 342.28 billion yuan (US$41 billion), up 17.3 percent compared with 2003, while the average per capita GDP was expected to be 59,278 yuan. |
