Sources from the State Administration for Industry and Commerce (SAIC) said that strict adherence to laws and standards of conduct, the improved standardization of foreign-funded enterprise registration, and further support and revision of relevant laws and regulations will be their most important points of focus.

SAIC introduced four specific measures. First, it will continue to reform and perfect the system that supervises foreign-funded enterprises. It will further perfect the annual inspection system, based on the principles of the to-be amended and released "Company Law." Moreover, it will offer timely suggestions for the amendment of the "Regulations on Annual Inspection of Enterprises" and carry out investigation and research on the "Measures for the Supervision and Administration of Enterprises with Foreign Investment."

Second, SAIC will seek new ways to promote the reform and innovation of foreign-funded enterprises through supervision.

Third, SAIC will establish an early warning mechanism for special cases within the system, improve the investigative system, strengthen management and instruction on case investigation of authorized bureaus, and pay special attention to the supervision of items registered in violation of direct sales standards.

Lastly, SAIC will improve the economic residence registration system and the computer supervision management databases of foreign-funded enterprises. On the basis of these experiments in Beijing, SAIC will implement territorial supervision of enterprises registered at SAIC, clearly define authority, and implement dynamic management of foreign-funded enterprises registered at SAIC.
