Shanghai Eases Restrictionson Events

The Shanghai government eased restrictions on Saturday on travel, exhibitions and conferences that were put in place this spring to prevent the spread of SARS. Large events such as conferences are no longer banned in the city, but organizers of such gatherings must report in advance to district-based anti-SARS headquarters if participants are from hard-hit regions in China or abroad. Organizers must also take steps to disinfect venues and take the temperature of all participants. Anyone with a fever must be sent for a further checkup. Migrant workers returning to the city from hard-hit regions no longer have to undergo a two-week quarantine, but they must take their temperature twice a day for two weeks and keep a record of where they travel in the city. That change affects people from cities of Dalian and Beijing, the provinces of Hebei and Shanxi, Inner Mongolia Autonomous Region and Liangshan in Sichuan Province. The city also requires people from Toronto, Hong Kong and Taiwan to undergo a daily health check for two weeks upon entering the city. Local travel agencies are not allowed to organize group trips for students. The government announcement also calls on all local schools and universities to take measures under the direction of the Shanghai Education Commission to prevent the spread of SARS during the summer vacation. To prevent and control the spread of SARS, the city government issued a notice on April 23 outlining eight strict regulations, including banning all big activities and most travel. During the SARS scare, the city reported eight patients, including four people who have been discharged from hospital, two who died and another two who are still being treated at Shanghai Infectious Disease Hospital. |
