Shanghai speeds up development of service sector

Shanghai, Dec. 15 (By Li Jiajia) - It was learned today that Shanghai has released 30 policies to accelerate the development of modern service sector. All these policies will undergo trial in Pudong New Area, an experimental spot approved by the State Council to support all-round reform. Pudong New Area will thus become an "experimental plot" for Shanghai's modern service development.
Shanghai will offer assistance for the development of its service sector based on requirements of the key arenas and regions. For key arenas of the modern service sector, such as finance, modern logistics, culture, intermediary service and information service, the city will consider different characteristics of different arenas and release favorable policies in terms of office building, finance and taxation, investment with intellectual property, revenue, and land for projects. Regarding construction of key regions like the region congregating the modern service sector, policy-based support will focus on planning, moving and public establishment to create a good hardware environment. At the same time, taking advantage of Pudong New Area as an experimental spot, Shanghai will test various policies aiming at boosting development of the service sector in the new area and has already released relevant policies to push the finance sector to converge in Pudong New Area.
According to Shanghai Municipal Development and Reform Commission deputy director Chen Yin, the forerunning in Pudong New Area covers a wide range of fields. For instance, Pudong Administration for Industry and Commerce will be allowed to directly register foreign-funded enterprises engaged in the service sector. Shanghai will take advantage of the golden opportunity that the People's Bank of China settles its second headquarters in Pudong to deepen its financial system reform and accelerate the congregation of the finance sector in Pudong New Area. Moreover, the city will pick up the pace to construct Pudong's Zhangjiang bankcard industrial park and further open up its culture, education and health arenas. |
