Shanghai will issue regulations to put a lid on illegal overseas business tours of investigation, said the spokesman with the Shanghai Tourism Administrative Commission yesterday.

The regulations will differentiate business tours of investigation from general overseas tours by stipulating the contents and purposes of business tours in detail. The contents of business tours should be relevant to the industries that applicants are belonging to, and the applicants must display the official invitation letters from their partners.

The Shanghai Tourism Administrative Commission will not receive complaints from those on overseas business tours of investigation after they return to the city, which is the biggest difference between business tours and general tours, said an industry analyst.

It is only part of a two-month-plus move to rectify the local overseas tourism market, said the industry analyst. The move will focus on cracking down on illegal foreign firms engaging in tourism operations without government approval; on foreign firms illegally engaging in tourism operations; on foreign firms illegally organizing overseas package tours for Chinese citizens and intermediate agencies illegally engaging in overseas tour business.

The move will also wipe out travel agencies engaging in illegal emigration and labor exports, engaging in overseas tour business without approval and organizing tours to destinations which Chinese citizens are not allowed to go to.
