Taiwan Authorities' 'Peace Framework' Deceitful

The Chinese central government said the "peace framework" and "pattern of negotiation" put forward by the Taiwan authorities are deceitful.

The spokesman for the Taiwan Affairs Office of the State Council, Zhang Mingqing, says Taiwan leader Chen Shui-bian's separatist activities have triggered tension across the Taiwan Straits and seriously endangered peace and stability in the region.

The May 17 Statement issued by the central government stipulates if the Taiwan authorities acknowledge that there is only one China in the world and abandon "Taiwan Independence", relations across the Straits will enjoy a bright future.

But the Taiwan authorities obstinately push activities aimed at Taiwan Independence. Under such a premise, Chen Shui-bian's "peace framework" and "pattern of negotiation" are meaningless.

The central government definitely will not have any relations with the Democratic Progressive Party (DPP) unless it abandons its party program of "Taiwan independence," said Zhang Wednesday.

The Chinese mainland welcomes Taiwan people from all parties and personages from all walks of life to come for visit or to exchange ideas about the advancement of peaceful reunification process and improving relations across the Straits, in accordance with the eight-point proposal set forth by Jiang Zemin in 1995 on the settlement of the Taiwan issue, said Zhang.

The Chinese central government welcomes many DPP members, who are different from a tiny number of obstinate "Taiwan independence" separatists, to come to the mainland for travel, or to make investment, to do business, or to seek medical treatment and to pursue their studies.

"These policies of ours have never been changed," Zhang said.

Moreover, Zhang Mingqing says although the US government has reiterated its adherence to one-China policy many times, the country has not obeyed arms sales restrictions agreed upon in the three Sino-US Joint Communiqu?s.

The communiqu?s say arms sales should be confined to defensive purpose, not offensive.

The spokesman adds if the US strictly abides by the communiqu?s, it should finally stop arms sales to Taiwan.
