City headquarters economy ranking

The first "Blue Book on China's Headquarters Economy" reflecting China's status of headquarters economy was officially published on Dec. 4th. This book made an evaluation targeting 35 major cities in China on their development capability of headquarters economy. The top 10 cities are Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Hangzhou, Tianjin, Nanjing, Qingdao and Wuhan.
The first summit on China's headquarters economy and the issuance ceremony of the blue book was held at the same time. Liu Shijin, deputy director of Development Research Center under the State Council, emphasized that headquarters economy is a special form of industry cluster, and that development of headquarters economy can not just focus on "hardware" conditions without paying attention to "software" conditions. Governments of these cities should create and maintain a fair environment for competition, cultivate senior production factors in line with headquarters economy, adjust related policies and promote healthy interaction between headquarters economy and local development.
Zhao Hong, a researcher with the headquarters economy research center of Beijing Academy of Social Sciences (BASS), said that at present, China's large cities are enthusiastic in developing headquarters economy and some of them are quite mature in terms of headquarters economy. This indicates that China sees favorable development trend of headquarters economy.
As a whole, core cities with a high level of economic development have become the leading forces for China's development of headquarters economy; while multinationals are important impetuses to propel China's development of headquarters economy. China has witnessed the two-way trend that many enterprises in medium and small-sized cities are moving their headquarters to big cities and enterprises are transferring their production bases from large cities to less developed regions. The mode of regional "headquarters-production base" has initially come into existence.
Zhao Hong revealed that from now on BASS will publish the "Blue Book on China's Headquarters Economy" each year to evaluate the development capability of headquarters economy in the major cities of China.
